Higher Education Minister Suryavanshi Suraj has unveiled the Standard Operating Procedure (SOP) for the state’s ambitious "KG to PG" free education policy. Integrated with the National Education Policy 2020 under the scheme ‘Jyanaoday - Path to Prosperity through Education’, this initiative aims to achieve a 60% higher education gross enrollment ratio by Vision-2036 and Vision-2047.


Eligible Institutions & Courses

Regular UG and PG courses in government colleges and universities.


Aided government and private educational institutions.


All admissions and re-admissions must go through the SAMS portal. Students who already paid during the current enrollment cycle will receive refunds.


Major Exclusions

All private (unaided/self-financing) institutions.


Public-Private Partnership (PPP) mode colleges.


Correspondence or distance education.


Professional/Technical courses: MBA, MCA, BEd, MEd, BBA, BCA, LLB, and LLM are strictly excluded.


Hostel and examination fees are not covered.


Mandatory Student Criteria

Attendance: A minimum of 75% classroom attendance is mandatory (relaxable up to 65% only in extreme cases), tracked digitally to prevent misuse.


Enrollment: Applicable only for regular, first-time UG/PG admissions and subsequent re-admissions.


Warning to Institutions: The government will bear the institutional costs (I-cards, infrastructure, NCC, Red Cross). The Minister explicitly warned that no college or university can arbitrarily hike fees, which must strictly align with historical SAMS portal data.
